Mr. Kelly has previously served with An Garda Siochana for over 30 years, 24 of which had been with a dedicated road traffic unit based in Dublin. He has been involved in the forensic investigation of collisions since completing formal study in this field and had been a Senior Forensic Collision Investigator with An Garda Siochana for over 10 years. His investigations included fatal and life changing events involving pedestrians, HGVs, Buses and Luas Trams. In his role as a collision investigator, he has been required to advise the DPP's office regarding technical matters and has been presented as an expert witness to the District, Circuit Courts, High Courts & Coroners Court since 2005.
He holds a Bachelor of Engineering degree in Highway Technology and was awarded a Licentiateship Award in Traffic Accident Investigation with the City & Guilds of London Institute, he is also a Member of the Institute of Traffic Accident Investigators.
As co-author of published research ‘Witness assessment of traffic collisions’ - Kelly, Jackson, Wylde and Dr. Langham, Mr. Kelly has delivered presentations on the reliability of witness evidence.
He is presently an engineering consultant specialising in forensic collision investigation & reconstruction and provides training & safety advice to the transport industry.

Mr. DAVID LAND FdSC, LCGI, MITAI
Mr. Land has been engaged in accident investigation since 1990, including serving on a dedicated Police accident investigation unit for a period of 18 years He has attended and examined the scenes and circumstances of hundreds of road traffic accidents, ranging in complexity from multiple vehicle with multiple fatalities to single vehicle personal injury incidents.
For ten years until 2008, he has tutored on the University Certificate Course in Forensic Collision Investigation, instructing both civilian and police students (from the UK, Ireland and overseas) on both the theoretical and practical applications of Accident Investigation. He has have provided instruction and a verification service in scene examination and accident reconstruction to agencies and accident investigators in the UK and the Republic of Ireland.
Mr. Land’s experience in accident investigation incorporates not only scene examination, interpretation and mathematical reconstruction but also comprehensive analysis of witness evidence, witness interviews, driver evidence and co-ordination of expert evidence in associated fields.
For 22 years he has have provided written or oral evidence & opinion to U.K. Crown Court, Coroners Court, Magistrates Court and Civil Courts (the last six years for the High Court of the Irish Republic). He has been accepted as an expert witness in his specialist field in both the UK and the Republic of Ireland.

Mr. Damian Coll CEng MIMechE, MITAI
Mr. Coll joined the road traffic collision investigation team in Forensic Science Northern Ireland (FSNI) in July 1984. Initially involved in the examination of vehicle components he progressed to attend the scenes of fatal and life changing collisions in Northern Ireland.
He was responsible for the forensic science aspects of the collision scene and all subsequent relevant examinations, with particular emphasis on the scientific/engineering aspects of the investigation and reconstruction of the collision. He has presented at conferences and seminars on road traffic collision related topics in Ireland and UK and provided training to the Senior Investigation Officer Course (Inspector rank) within PSNI for collision investigation over many years.During his period with FSNI he was responsible for the introduction of UKAS accreditation in FSNI on the examination of wheel assemblies removed from motor vehicles and the examination of light bulbs, compiling both procedures and developing the associated examination forms and procedures for the examination of metal components.

Mr. JAMES MCALLISTER
Road Safety Consultant
Mr. McAllister began his policing career serving 6 years with the Strathclyde Police Force in Scotland, including 3 years as a Traffic Patrol Officer. He then joined An Garda Síochána where he served for 30 years, 22 of which specialising in roads policing related matters.
During this time, he was a motorcycle driving instructor attached to An Garda Síochána’s motorcycle driving school providing specialist training in both advanced motorcycle driving skills and VIP escort driving techniques.
His final 10 years were spent in charge of An Garda Síochána’s ‘Road Safety Unit’ responsible for the preparation and delivery of various Road Safety presentations to community organisations and Industry groups. This role included the training and support of members of An Garda Síochána in the delivery of these presentations. His experience includes the research and implementation of An Garda Síochána’s ‘Bike Safe’ programme, providing motorcyclists of all standards & experience the opportunity to have their driving skills assessed by Garda advanced motorcyclists.
Mr. McAllister role included Road Safety presenter in RTE’s Crimecall TV programme and represented An Garda Síochána on the Road Safety Authority working group preparing input for the “Be Safe”, “Streetwise”, “Your Road to Safety” and “Safegrads” programmes targeting Road Safety programmes at students in schools and third level colleges.
Since retirement Mr McAllister works as a Road Safety consultant, delivering Defensive Driver Training and Road Safety presentations both in Ireland and abroad. He has also been a car and motorcycle ‘Examiner’ with the Institute of Advanced Motorists for 15 years.

MR. PHIL SCULL
VEHICLE EXAMINER
Philip Scull has been involved in vehicle examination including work with a Police Collision Investigation unit since 1996. During this time he has attended the scene of hundreds of road traffic collisions and carried out initial vehicle (at scene) inspections followed by a full forensic examination.
As a result of this experience he has been accepted as an expert witness in Magistrates Court and Crown Courts providing expert opinion on vehicle dynamics, vehicle component parts and failures. In addition he has been involved in the investigation of vehicle service history and maintenance records. One high profile case included more than 60 false reports for a fleet of 9 vehicles over a two year period. More recently he was the lead vehicle examiner for 36 vehicles involved in a multiple fatal motorway collision. Mr. Scull’s role included liaison with the Vehicle Operator Service Agency and vehicle manufacturers retrieving data from vehicle engine management units and event data recorders.
He has City and Guilds of London qualifications in the repair and service of road vehicles for motorbikes, cars, vans, lgv's and pcv's. He also has City and Guild of London Qualifications for the examination and prohibition from use on the road, for all classes of motor vehicle.
For 20 years Mr. Scull worked on a Police Traffic Unit, 12 years of which as a Police Motorcyclist. He was a class one driver and rider. He currently provides technical assisitance to a British Super Bikes team.
